إِنَّ الَّذِينَ كَفَرُوا بِآيَاتِنَا سَوْفَ نُصْلِيهِمْ نَارًا كُلَّمَا نَضِجَتْ جُلُودُهُمْ بَدَّلْنَاهُمْ جُلُودًا غَيْرَهَا لِيَذُوقُوا الْعَذَابَ إِنَّ اللَّهَ كَانَ عَزِيزًا حَكِيمًا ﴿۵۶﴾ وَالَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ سَنُدْخِلُهُمْ جَنَّاتٍ تَجْرِي مِنْ تَحْتِهَا الْأَنْهَارُ خَالِدِينَ فِيهَا أَبَدًا لَهُمْ فِيهَا أَزْوَاجٌ مُطَهَّرَةٌ وَنُدْخِلُهُمْ ظِلًّا ظَلِيلًا ﴿۵۷﴾ إِنَّ اللَّهَ يَأْمُرُكُمْ أَنْ تُؤَدُّوا الْأَمَانَاتِ إِلَى أَهْلِهَا وَإِذَا حَكَمْتُمْ بَيْنَ النَّاسِ أَنْ تَحْكُمُوا بِالْعَدْلِ إِنَّ اللَّهَ نِعِمَّا يَعِظُكُمْ بِهِ إِنَّ اللَّهَ كَانَ سَمِيعًا بَصِيرًا ﴿۵۸﴾ يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ فَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِنْ كُنْتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًا ﴿۵۹﴾
﴾56﴿ Innal lazeena kafaroo bi Aayaatinaa sawfa nusleehim Naaran kullamaa nadijat julooduhum baddalnaahum juloodan ghairahaa liyazooqul 'azaab; innallaaha kaana 'Azeezan Hakeemaa
﴾57﴿ Wallazeena aamanoo wa 'amilus saalihaati sanud khiluhum jannaatin tajree min tahtihal anhaaru khaalideena feehaaa abadaa, lahum feehaaa azwaajum mutahharatun wa nudkhiluhum zillan zaleelaa
﴾58﴿ Innal laaha ya'murukum an tu'addul amaanaati ilaaa ahlihaa wa izaa hakamtum bainan naasi an tahkumoo bil'adl; innal laaha ni'immaa ya'izukum bih; innal laaha kaana Samee'am Baseeraa
﴾59﴿ Alam tara ilal lazeena yaz'umoona annahum amanoo bimaa unzilaa ilaika wa maaa unzila min qablika yureedoona ai yatahaakamooo ilat Taaghooti wa qad umirooo ai yakfuroo bihi, wa yureedush Shaitaanu ai yudillahum dalaalam ba'eedaa
﴾56﴿ Indeed, those who disbelieved in Our signs—soon We will admit them into the Fire.
Whenever their skins are burnt to a crisp, We will replace their skins with others so they may taste the punishment.
Surely, Allah is Mighty, Wise.
﴾57﴿ And those who have believed and acted according to the way of the Prophet (may Allah bless him and give him peace), soon We will admit them into gardens beneath which rivers flow, abiding therein forever.
They will have in it purified spouses, and We will admit them into everlasting shade.
﴾58﴿ Indeed, Allah commands you to deliver trusts to their rightful owners.
And when you judge between people, judge with justice.
Truly, Allah gives you excellent advice regarding this.
Surely, Allah is All-Hearing, All-Seeing.
﴾59﴿ O believers! Accept the command of Allah and accept the command of the Messenger (may Allah bless him and give him peace) and of those in authority among you.
Then if you disagree about anything, refer it back (for judgment) to Allah and the Messenger, if you truly believe in Allah and the Last Day.
That is better and more appropriate for a good outcome.
[56] This is a warning about the punishment of the Hereafter.
It means that in Hell, the ability to endure the burning of the skin and its continual renewal is established.
The point is, whenever the skin is burned, it is renewed, and this is called “replacement by description,” not by something different in kind.
And whenever the skin becomes new, it is thin, so the pain is even more severe.
[57] This is a glad tiding about the Hereafter.
“Everlasting shade” refers to perpetual comfort, where there is no heat or sunlight.
Or, it may refer to the abundance of dense trees that provide constant shade.
[58] From this verse up to verse 134 is the second section, and in it, matters of civil policy (relations between the ruler and the people for security) are mentioned.
There are three sections here; the first section continues to verse 76 and covers three rulings of governance, and it contains a warning for the hypocrites.
This is the first ruling.
The meaning of the verse is that every right is a trust—whether it is leadership, judicial authority, teaching, calling to Islam, etc.—and it must be given fully to those who deserve it.
Judging with justice means making judgments according to the Qur’an and Sunnah.
In this verse, the address is to those in authority, or to the general Muslims.
And the verse proves that justice in rulings can only be achieved when leadership and judicial authority are given to those who deserve them.
[59] After the command for the ruler, comes the command for the people to obey.
The meaning of "those in authority" (ulul-amr) refers to the wise, the scholars, and the jurists, but their obedience is included within the obedience to Allah and His Messenger; for this reason, it is not mentioned separately with the command "obey".
Therefore, their obedience is not absolute.
Regarding "if you disagree" (fa-in tanaza'tum), Ibn Kathir says this address is to all Muslims, meaning: when the ruling of a leader or a scholar-mujtahid is given to you without clear proof, do not dispute, but refer the matter to the Qur’an and the Hadith for judgment.
This verse does not establish blind imitation (taqlid); rather, it rejects rigid personal imitation.
