يَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا ضَرَبْتُمْ فِي سَبِيلِ اللَّهِ فَتَبَيَّنُوا وَلَا تَقُولُوا لِمَنْ أَلْقَى إِلَيْكُمُ السَّلَامَ لَسْتَ مُؤْمِنًا تَبْتَغُونَ عَرَضَ الْحَيَاةِ الدُّنْيَا فَعِنْدَ اللَّهِ مَغَانِمُ كَثِيرَةٌ كَذَلِكَ كُنْتُمْ مِنْ قَبْلُ فَمَنَّ اللَّهُ عَلَيْكُمْ فَتَبَيَّنُوا إِنَّ اللَّهَ كَانَ بِمَا تَعْمَلُونَ خَبِيرًا ﴿۹۴﴾ لَا يَسْتَوِي الْقَاعِدُونَ مِنَ الْمُؤْمِنِينَ غَيْرُ أُولِي الضَّرَرِ وَالْمُجَاهِدُونَ فِي سَبِيلِ اللَّهِ بِأَمْوَالِهِمْ وَأَنْفُسِهِمْ فَضَّلَ اللَّهُ الْمُجَاهِدِينَ بِأَمْوَالِهِمْ وَأَنْفُسِهِمْ عَلَى الْقَاعِدِينَ دَرَجَةً وَكُلًّا وَعَدَ اللَّهُ الْحُسْنَى وَفَضَّلَ اللَّهُ الْمُجَاهِدِينَ عَلَى الْقَاعِدِينَ أَجْرًا عَظِيمًا ﴿۹۵﴾ دَرَجَاتٍ مِنْهُ وَمَغْفِرَةً وَرَحْمَةً وَكَانَ اللَّهُ غَفُورًا رَحِيمًا ﴿۹۶﴾
﴾94﴿ Yaaa aiyuhal lazeena aamanoo izaa darabtum fee sabeelil laahi fatabaiyanoo wa laa taqooloo liman alqaaa ilaikumus salaama lasta mu'minan tabtaghoona 'aradal hayaatid dunyaa fa'indal laahi maghaanimu kaseerah; kazaalika kuntum min qablu famannnal laahu 'alaikum fatabaiyanoo; innallaaha kaana bimaa ta'maloona Khabeeraa
﴾95﴿ Laa yastawil qaa'idoona Minal mu'mineena ghairu uliddarari walmujaahidoona fee sabeelil laahi bi amwaalihim wa anfusihim; faddalal laahul mujaahideena bi amwaalihim wa anfusihim 'alalqaa'ideena darajah; wa kullanw wa'adal laahul husnaa; wa faddalal laahul mujaahideena 'alal qaa'ideena ajran 'azeemaa
﴾96﴿ Darajaatim minhu wa maghfiratanw wa rahmah; wa kaanal laahu Ghafoorar Raheema
﴾94﴿ O believers! When you travel in the way of Allah, investigate (carefully), and do not say to one who offers you a greeting of Islam, “You are not a believer,” desiring the goods of worldly life.
With Allah are abundant spoils.
You were like that before, but Allah has favored you (by establishing you in faith), so investigate (carefully).
Surely, Allah is All-Aware of what you do.
﴾95﴿ Not equal are those believers who sit (without excuse), except those who are disabled, and those who strive in the way of Allah with their wealth and their lives.
Allah has given a higher rank to those who strive with their wealth and lives over those who sit.
To each, Allah has promised Paradise, but He has given the strivers a greater reward over those who sit.
﴾96﴿ Many degrees from Allah, and forgiveness and special mercy.
And Allah is Ever-Forgiving, Most Merciful.
[94] This is the fifth ruling: investigation of the one who professes Islam.
Meaning, during a journey for jihad, if someone says the declaration of Islam (and refrains from acts of disbelief and shirk), then do not kill him on the excuse that he is a disbeliever and only said it to save his life, for Allah knows best.
"Kathalika kuntum" means: at the beginning of Islam, merely the declaration of faith was accepted from you as well—later, Allah favored you and made your faith firm.
So, if someone says the words of Islam, but you hear statements of disbelief or shirk from him, or see him acting in ways of disbelief and shirk, then he is a hypocrite in belief.
The point of this verse is that rulers should train their people and armies in this way.
"Salam" here means the declaration of Islam, which brings safety; or it means giving the salam in the proper Islamic way, which is also a sign of being Muslim.
"Arad" means worldly gain (spoils of war)—this shows that worldly things are just temporary possessions.
[95] This is encouragement for jihad, and its context is that abandoning jihad should not be done out of fear of killing a believer.
Those who “sit” (qa‘ideen) are of two types: those with an excuse and those without.
The strivers (mujahideen) have one degree of superiority over those with an excuse, and many degrees of superiority over those without an excuse.
That’s why, in this verse, the virtue of the strivers is mentioned twice—first, a single degree, then many degrees.
“Al-husna” here means Paradise: those who sit are promised Paradise because of their good intentions, and the strivers are promised Paradise because of their action in jihad.
[96] This is a glad tiding about the Hereafter.
And this is the explanation of the “great reward.”
