وَدُّوا لَوْ تَكْفُرُونَ كَمَا كَفَرُوا فَتَكُونُونَ سَوَاءً فَلَا تَتَّخِذُوا مِنْهُمْ أَوْلِيَاءَ حَتَّى يُهَاجِرُوا فِي سَبِيلِ اللَّهِ فَإِنْ تَوَلَّوْا فَخُذُوهُمْ وَاقْتُلُوهُمْ حَيْثُ وَجَدْتُمُوهُمْ وَلَا تَتَّخِذُوا مِنْهُمْ وَلِيًّا وَلَا نَصِيرًا ﴿۸۹﴾ إِلَّا الَّذِينَ يَصِلُونَ إِلَى قَوْمٍ بَيْنَكُمْ وَبَيْنَهُمْ مِيثَاقٌ أَوْ جَاءُوكُمْ حَصِرَتْ صُدُورُهُمْ أَنْ يُقَاتِلُوكُمْ أَوْ يُقَاتِلُوا قَوْمَهُمْ وَلَوْ شَاءَ اللَّهُ لَسَلَّطَهُمْ عَلَيْكُمْ فَلَقَاتَلُوكُمْ فَإِنِ اعْتَزَلُوكُمْ فَلَمْ يُقَاتِلُوكُمْ وَأَلْقَوْا إِلَيْكُمُ السَّلَمَ فَمَا جَعَلَ اللَّهُ لَكُمْ عَلَيْهِمْ سَبِيلًا ﴿۹۰﴾ سَتَجِدُونَ آخَرِينَ يُرِيدُونَ أَنْ يَأْمَنُوكُمْ وَيَأْمَنُوا قَوْمَهُمْ كُلَّ مَا رُدُّوا إِلَى الْفِتْنَةِ أُرْكِسُوا فِيهَا فَإِنْ لَمْ يَعْتَزِلُوكُمْ وَيُلْقُوا إِلَيْكُمُ السَّلَمَ وَيَكُفُّوا أَيْدِيَهُمْ فَخُذُوهُمْ وَاقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ وَأُولَئِكُمْ جَعَلْنَا لَكُمْ عَلَيْهِمْ سُلْطَانًا مُبِينًا ﴿۹۱﴾
﴾89﴿ Waddoo law takfuroona kamaa kafaroo fatakoonoona sawaaa'an falaa tattakhizoo minhum awliyaaa'a hattaa yuhaajiroo fee sabeelil laah; fa in tawallaw fa khuzoohum waqtuloohum haisu wajat tumoohum wa laa tattakhizoo minhum waliyyanw wa laa naseeraa
﴾90﴿ Illal lazeena yasiloona ilaa qawmim bainakum wa bainahum meesaaqun aw jaaa'ookum hasirat sudooruhum ai yuqaatilookum aw yuqaatiloo qawmahum, wa law shaaa'al laahu lasallatahum 'alaikum falaqaatalookum; fa ini' tazalookum falam yuqaatilookum wa alqaw ilaikumus salama famaa ja'alal laahu lakum 'alaihim sabeelaa
﴾91﴿ Satajidoona aakhareena yureedoona ai ya'manookum wa ya'manoo qawmahum kullamaa ruddooo ilal fitnati urkisoo feehaa; fa il lam ya'tazilookum wa yulqooo ilai kumus salama wa yakuffooo aidiyahum fakhuzoohum waqtuloohum haisu saqif tumoohum; wa ulaaa'ikum ja'alnaa lakum 'alaihim sultaanam mubeenaa
﴾89﴿ They want you to disbelieve as they have disbelieved, so that you and they would be alike.
Do not take them as friends until they migrate in the way of Allah.
But if they turn away, then seize them (capture them) and kill them wherever you find them.
And do not take from among them any ally or helper.
﴾90﴿ Except for those who join a people between whom and you there is a treaty, or who come to you with their hearts unwilling to fight you or to fight their own people.
And if Allah had willed, He could have given them power over you, and they would have fought you.
So if they withdraw from you, do not fight you, and offer you peace, then Allah has not given you any way against them (to fight them).
﴾91﴿ You will soon find other people (hypocrites) who wish to be safe from you and safe from their own people.
Whenever they are called to join in mischief (shirk), they fall headlong into it.
So if they do not withdraw from you, nor offer you peace, nor restrain their hands (from fighting you), then seize them and kill them wherever you overtake them.
For such people, We have given you clear authority against them (to fight them).
[89] In this verse, the ruling is mentioned concerning those hypocrites who do not migrate—so fight against them, because they have not truly entered the domain of Islam.
“Fakhudhoohum” (“seize them”) means to capture and detain them.
[90] In this verse, two types of hypocrites are mentioned for whom fighting is not permissible:
(1) Those among the disbelievers with whom Muslims have a treaty and who are connected to Muslims—these are called “mu‘ahad al-mu‘ahad” (those who have a pact with those who have a pact with you).
(2) Those hypocrites who are completely neutral and inactive, not supporting either side in the war.
“As for ‘or they fight their own people,’” there are two explanations: the first is that they do not fight their own people because they consider them to be upon the truth; the second is that they do not support either side in the conflict and keep themselves neutral.
[91] This is another type of hypocrite—those who act hypocritically, but when they gain power, they fight against the believers and openly display disbelief.
Therefore, it is necessary to fight against them.
“Yurīdūn” (“they wish”) means they do not openly declare either faith or disbelief, but try to keep themselves safe on both sides.
